(d) The Commission shall appoint an advisory committee composed of
interested citizens and determine the number, terms, and qualifications of [its] THE
COMMISSION'S members.

8-1704.

(b) (2) A quorum consists of [five] 5 members.

8-1705.

(b) With respect to flood hazard areas and watershed management as defined in
the Maryland Flood Hazard Management Act of 1976, the Commission shall proceed in
accordance with that act. The Commission shall cooperate with State, regional, and
local agencies and their respective programs, [plans] PLANS, and procedures with
respect to:

(4) Recreation, fish, [wildlife] WILDLIFE, and esthetic improvement; and

(5) Soil conservation[J and watershed and forested land management.

(c) With respect to all other recommendations and [plans] PLANS, including
those relating to esthetics, conservation, erosion control, recreation and other
improvements, the Commission shall proceed in accordance with the procedures and
policies of the governments whose support or cooperation is required or requested.

8-1801.

(a) The General Assembly finds and declares that:

(3) The capacity of these shoreline and adjacent lands to withstand the
continuing demands upon [them, ] SHORELINE AND ADJACENT LANDS without
further degradation to water quality and natural habitats is limited;

(b) It is [therefore] the purpose of the General Assembly in enacting this
subtitle [to]:

(1) [Establish] TO ESTABLISH a Resource Protection Program for the
Chesapeake Bay and its tributaries by fostering more sensitive development activity for
certain shoreline areas so as to minimize damage to water quality and natural habitats;
and

(2) [Implement] TO IMPLEMENT the Resource Protection Program on a
cooperative basis between the State and affected local governments, with local
governments establishing and implementing their programs in a consistent and uniform
manner subject to State criteria and oversight.

8-1802.

(a) (5) "Local jurisdiction" means a county, or a municipal corporation with
planning and zoning powers, in which any part of the Chesapeake Bay Critical [Area]
AREA, as defined in this subtitle, is located.
