facility of 500 beds....." as shown on page 2692 of the Acts of

by Chapter 174 of the Acts of 1978 and Chapter 707 of the Acts
of 1979 being modified to the extent that said work may begin
upon satisfactory assurance to the Board of Public Works that
said project may be completed with the aggregate of the funds
