(3) To the maximum extent possible, members shall be knowledgeable in,
concerned with, or committed to the field of child abuse and neglect.

(4) (i) The term of a member is 3 years.

(ii) The terms of members are staggered as required by the terms
provided for members of the Board on July 1, 1989.

(iii) At the end of a term, a member continues to serve until a
successor is appointed and qualifies.

(iv) A member who is appointed after a term has begun serves only
for the rest of the term and until a successor is appointed and qualifies.

(5) The Governor may remove a member for incompetence or misconduct,
or for failure to attend meetings under Article 41, § 1-203 of the Code.

(d) (1) The Governor annually shall designate a chairman and a vice chairman
from among the Board members.

(2) 5 members of the Board are a quorum.

(3) The Board shall meet at least 3 times a year, at the times and places
that it determines.

(e) A member of the Board:

(1) May not receive compensation; but

(2) Is entitled to reimbursement for expenses under the Standard State
Travel Regulations, as provided in the State budget.

(f) The Office shall provide staff support for the Board.

(g) The Board has the following powers and duties:

(1) To review all applications for grants and recommend appropriate
action on such requests before forwarding them to the [Director] SPECIAL
SECRETARY for final action;

(2) To facilitate information exchange between groups concerned with
prevention of child abuse and neglect;

(3) To solicit private contributions and develop strategies for additional
private contributions for the Fund; and

(4) To monitor the use of moneys granted from the Fund.
4C 9.

(a) Based on the county's needs assessment and recommendations developed in
accordance with § 4B of this article, each county shall develop a plan for the delivery of
before- and after-school child care services to children who are at least 4 years old but
not more than 12 years old.
