CHAPTER 419
(Senate Bill 389)

AN ACT concerning

Office for Children, Youth, and Families

FOR the purpose of reorganizing certain programs for children, youth, and families in
State government; changing the name and increasing the responsibilities of the
Office for Children and Youth; transferring the State Coordinating Council for
the Residential Placement of Handicapped Children to the Office for Children,
Youth, and Families; expanding the membership of the local coordinating council;
providing for a certain Interagency Coordinating Council to be appointed by the
Governor, with the advice and consent of the Senate; transferring the Governor's
Council on Adolescent Pregnancy to the Office for Children, Youth, and Families;
designating the Special Secretary for Children, Youth, and Families as head of the
Office; authorizing the Special Secretary to develop and monitor certain budget
priorities for children, youth, and family services; providing that the Special
Secretary shall carry out the general policy for children, youth, and family services
in this State; establishing a certain policy; designating the Office for Children,
Youth, and Families as the lead agency for supervising and monitoring a certain
infant and toddler program; providing that State agencies share certain
information and records on children, youth, and their families with certain other
agencies and the Office for Children, Youth, and Families; requiring local
jurisdictions to establish or designate a local planning entity for certain services
for children, youth, and families; transferring certain employees to the Office for
Children, Youth, and Families without any change or loss of rights, benefits,
entitlements, or status; providing that nothing in this Act affects the term of office
of an appointed member of any board, council, committee, or unit; providing that
certain rules and regulations, guidelines, orders, plans, special funds,
appropriations, grants, contracts, investigations, administrative and judicial
proceedings, and other duties shall continue in effect; and generally relating to
the organization of children, youth, and family services.

BY repealing and reenacting, with amendments,
Article 49D - Office for Children and Youth
Section 1, 2, 3, 4, 4A, 4A-1, and 4C
Annotated Code of Maryland
(1986 Replacement Volume and 1989 Supplement)

BY adding to

Article 49D - Office for Children and Youth
Section 1A, 7, 8, and 9 2. 10, 11. and 12
Annotated Code of Maryland
(1986 Replacement Volume and 1989 Supplement)
