		provide funds for federal grant support to
		provide payments to local education
		agencies for increases in capital expenses
		paid from Chapter 1 funds for the purpose
		of regaining levels of instructional services
		to eligible private school children that were
		reduced subsequent to July 1, 1985 as a
		result of Aguilar vs. Felton.
