It is the intent of the General Assembly that

the Maryland School for the Deaf shall not

fill any vacant classroom faculty position,

exclusive of all support staff, including

vocational teachers, educational

administrators, principals, psychologists,

audiologists, physical education teachers,

media specialists, career educators,

librarians, social services personnel,

reading/language pathologists, and

communication teachers, until either the

number of classroom faculty is reduced to

120, or the student to classroom faculty

ratio is increased to 3:1.

General Fund Appropriation, provided that

funds for Challenge Grants are to be used by

community colleges to promote the increased

production of technicians in occupations

experiencing a critical shortage. The

Maryland Higher Education Commission

shall distribute the grants in accordance with

specific guidelines, which shall include a list

of the instructional programs eligible, to be

developed in coordination with the State
