Maryland Tomorrow program by local

.01.02.07 Handicapped Children




General Fund Appropriation, provided that




funds appropriated for nonpublic




placements and returnees to Maryland




categories may be used to develop a broad




range of services to assist in returning




children with special needs from




out-of-state placements to Maryland; to




prevent new out-of-state placements of




children with special needs; to prevent




unnecessary residential or institutional




placements within Maryland; and to work




with local jurisdictions in these regards.




Policy decisions regarding the expenditures




of such funds shall be made jointly by the




Special Secretary for Children, Youth and




Families and the Secretaries of Health,




Human Resources, Juvenile Services,




Budget and Fiscal Planning and the State




Superintendent of Education. These funds




are not limited to expenditures considered




part of the general state school funds, and,




further provided that the Special Secretary for




Children, Youth and Families after




consultation with the Secretary of Budget and




Fiscal Planning and the Legislative Auditor




develop an appropriate auditing mechanism,




and, further provided that the Special




Secretary for Children, Youth and Families




shall report to the budget committees on




the progress of this initiative including the




benefits to the children served and the




resulting savings to the State .....................
