the chief executive officer of each political

subdivision shall provide to the Department

of Public Safety and Correctional Services a

report by January 1, 1990 1991 detailing

current local jail alternatives, and future

plans for use of alternatives to local jail

incarceration. The Department of Public

Safety and Correctional Services shall not

make disbursement of any funds to any

political subdivision under the local jail

reimbursement program (Article 27, Section

690) after January 1, 1991 unless it has

received and approved a report provided
