Funds may be used to develop a broad range


of services to assist returning children with


special needs from out-of-state


placements to Maryland; to prevent new


out-of-state placements of children with


special needs; to prevent unnecessary


residential or institutional placements


within Maryland; and to work with local


jurisdictions in these regards. Policy


decisions regarding the expenditures of


such funds shall be made jointly by the


Special Secretary for Children, Youth and


Families and the Secretaries of Health,


Human Resources, Juvenile Services,


Budget and Fiscal Planning and the State


Superintendent of Education. Such funds


shall be limited to the sums available for


foster care maintenance payments for


children, and, further provided that the


Special Secretary for Children, Youth and


Families after consultation with the Secretary


of Budget and Fiscal Planning and the


Legislative Auditor develop an appropriate


auditing mechanism, and, further provided
