Administration budget to pay for services
provided by this program. Authorization is
hereby granted to use these receipts as
special funds for operating expenses in this
program.

30.01.17.03 Cooperative Forestry

General Fund Appropriation, provided that
$50,000 of this appropriation for redesign
and site analysis for a proposed new
nursery on the Eastern Shore may not be
expended until the department submits to
the budget committees, and the budget
committees approve, a report
demonstrating that:

1. The new nursery shall be used only
for the production of seedlings, bare root
stocks, and seed orchards;

2. The new nursery shall be scaled so
that the total costs for design and
construction shall be no greater than the
proceeds to be realized from sale of the
present Buckingham nursery site in Anne
Arundel County, and operating costs shall
be covered by revenues of the nursery;

3. There will be no increased capital
investment at the new nursery without
legislative approval;

4. The department has a workable plan
for procurement of non-seedling tree
stocks from qualified private nurseries;

5. The conditions for disposal of the
Buckingham nursery site will insure that
those portions of the tract presently zoned
open space shall remain open space, and
that the feasibility of resale or lease of the
open space areas to Anne Arundel County
for passive recreation will be fully
explored; and

6. The department has final cost
estimates and timetables for phasing out
