(3) At the end of the 30-day period the person shall apply to the
Department for title to the vessel in [his] THE PERSON'S name on forms the
Department approves accompanied by the following affidavits:

(i) A statement the vessel apparently has been abandoned for at
least [six] 6 months;

(ii) Proof the registered letter was mailed at least 30 days before
application or a detailed explanation of the unsuccessful steps taken to identify the
owner or [lien holder] LIENHOLDER and secure [his] THE OWNER'S OR
LIENHOLDER'S address; and

(iii) Proof a notice was printed in a paper as required in paragraph (2)
OF THIS SUBSECTION.

(4) Upon receipt of the material required in [subsection (c) (2)]
PARAGRAPH (2) OF THIS SUBSECTION and payment of any fees and taxes due,
the Department shall issue title to the vessel to the applicant.

(6) After receiving title, if the applicant destroys or otherwise disposes of
the vessel, [he] THE APPLICANT shall report this information to the Department
within 15 days giving every detail.

8-723.

(d) Within the limits of funds available, the Department may enter into any
agreement with the federal government, any municipality or other political subdivision
of the State, or any private agency to share the cost of any development, construction,
or improvement of waterways[,] or facilities determined to have beneficial value to the
boating public.

8-724.

(a) The operator of a vessel involved in a collision, accident, or other casualty[,]
shall render all practical and necessary assistance to persons affected by the collision,
accident, or casualty to save [them] THE PERSONS from danger caused by the
collision, [accident] ACCIDENT, or casualty, to the extent [he] THE OPERATOR can
do so without serious danger to [his] THE OPERATOR'S own vessel, or persons
aboard. [He shall also give his] THE OPERATOR ALSO SHALL GIVE THE
OPERATOR'S name, address, and the identification of [his] THE OPERATOR'S
vessel to any person injured and to the owner of any property damaged. The duties
imposed by this subsection are in addition to any duties otherwise imposed by law.

(b) If an accident involves any vessel subject to this subtitle while on the waters
of the State and results in the death, disappearance, or injury of any person[,] or in
property damage in excess of $200, or there is complete loss of the vessel, the operator
or owner, if the operator cannot submit a report, shall file with the Department a full
description of the accident, including any information the Department requires by [rule
or] regulation. If the accident caused the death or disappearance of any person or a
person receives medical treatment beyond first aid, the report shall be made within 48
hours. Any other accident resulting in personal injury or property damage shall be
