appropriation for the entrance road requires

at least equal and matching funds from a

source or sources other than the State. This

match may consist of in-kind contributions.

Further, provided that no portion of the

$100,000 in State funds for the entrance road

may be expended until at least 50% of the

private match has been raised. After 50% of

the match has been raised, the remaining

portion of the appropriation for the entrance

road may be expended on a dollar-for-dollar

basis as the matching funds are raised ..........
