expressed by the representatives of employee organizations,
(g) The Advisory Council shall:

(1) Meet at least quarterly;

(2) Submit an annual report to the Governor and, subject to Section
2-1312 of the State Government Article, to the General Assembly;

(3) Maintain a record of transactions; and

(4) Maintain transcripts of meetings and proceedings.

(h) The Department of Personnel shall provide administrative support to the
Advisory Council.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take
effect July 1, 1990.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

(a) In each county in the first seven judicial circuits there shall be the number of
resident judges of the circuit court set forth below, including the judge or judges
provided for by the Constitution:
