Ch. 370 LAWS OF MARYLAND

facilities, the City of Bowie OR THE CITY OF TAKOMA PARK may not authorize
the issuance of a permit or authorize construction to begin until the matter is resolved
by the parties or by the court.

[SECTION 5. AND BE IT FURTHER ENACTED, That there shall be a task
force to study permanent solutions for stormwater management in the City of Takoma
Park and report its recommendations to the General Assembly no later than July 1,
1989. The task force shall be convened by the Mayor of Takoma Park and shall include:

(1) 2 representatives of the City of Takoma Park, appointed by the Mayor;

(2) 2 representatives of WSSC, appointed by WSSC;

(3) 2 representatives of the governing bodies of each county, appointed by
the county executive of each county; and

(4) 2 members of the General Assembly from each county, appointed by
the chairman of the House and Senate delegations of each county.]

SECTION 6. AND BE IT FURTHER ENACTED, That this Act shall take
effect July 1, 1987 [and shall remain effective until June 30, 1990. On July 1, 1990, this
Act shall have no further force and effect and on that day, without any further action of
the General Assembly, Sections l-202(d), 3-101, 3-102(a), 3-103, 3-204, 3-206, 3-207,
4-101(a), 4-107, 6-101(b), 6-104(a), 6-106, 6-107, 7-101, 7-103, 7-106(f), 9-101(a),
10-101(a), 10-103(a), 10-108, 12-102(b), 13-101, 13-102, 16-102, 16-103, l-204(d),
3-201, 3-202, 3-203, 3-205, 4-111, 6-108(c), 7-105(c), and 10-107 of Article 29 of the
Code shall be reenacted and in full force and effect as those sections existed on June 30,
1987].

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take
effect July 1, 1990.

AN ACT concerning

Cecil County - Public School Bonds

FOR the purpose of authorizing and empowering the County Commissioners of Cecil
County from time to time, to borrow not more than $1,400,000 in order to finance
the cost of certain school facilities in Cecil County and to effect that borrowing by
the issuance and sale at public or private sale of its general obligation bonds in
like par amount; empowering the County to fix and determine, by resolution, the
form, tenor, interest rate or rates, or method of determining the same, terms,
