The provisions of this article creating the (1) Maryland Racing Commission, (2)
Maryland Standardbred Race Fund advisory committee, and (3) the Maryland-Bred
Race Fund advisory committee and relating to the regulation of horse racing and any
regulations promulgated under this article are of no effect and may not be enforced
after July 1, [1991] 2001.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take
effect July 1, 1990.

AN ACT concerning

Low Income Rental Housing - Payments in Lieu of Taxes

FOR the purpose of extending the exemption of certain real property used for rental
housing for lower income persons from property tax to certain counties and
municipal corporations under certain circumstances; and generally relating to
payments in lieu of taxes for certain real property used for low income rental
housing.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF

MARYLAND, That the Laws of Maryland read as follows:

7-506.1.

(a) (1) In this subsection, "service facilities" includes nondwelling commercial
and community facilities, community rooms, dining halls, [and] infirmaries, CHILD
AND ADULT DAY CARE FACILITIES, AND DRUG REHABILITATION
FACILITIES.
