(b) On the first of April each year, the participating local governing body shall
submit an annual program to the Department and the Office of Planning. Upon review,
the annual program shall become the basis for total allocations to each of the local
governing bodies within the limits imposed by the formula developed for the
apportionment of the annual appropriations for Program Open Space. Any municipal
corporation may submit an annual program through its local governing body. Any
program may be revised by the local governing body and the revised program, after the
Department and the Office of Planning [reviews] REVIEW it, shall be substituted for
the original program.

(a) Upon the filing of an application and prior to deciding whether or not to
grant the permit, a statement of the economic, fiscal, and environmental impact of the
proposed facility shall be prepared by one or more appropriate parties selected by the
Secretary after receiving the advisory comments of the Secretaries of the Environment,
[Economic, Fiscal, and Community Development, ] ECONOMIC AND
EMPLOYMENT DEVELOPMENT, and Transportation and the Director of Planning.
The statement shall be prepared and filed within six months after selection of the
appropriate party or parties. The statement, with written background and supporting
material, shall be available to the public. The time for filing the statement may be
extended by the Secretary for up to but not more than an additional 12 months for good
cause.

Occurred: As a result of Ch. 673, Acts of 1975, which erroneously
attempted to reference the "Secretary of Economic and Community

government by creating the Department of Economic and Employment
Development and the Department of Housing and Community Development
