(k) The Board shall maintain records of its transactions including the
applications and supporting data submitted by those seeking certificates from the Board
and any other technical data considered in issuing or denying a certificate. These
records are public records for the purposes of [Article 76A, §§ 1 through 5 of the Code]
PART III OF TITLE 10, SUBTITLE 6 OF THE STATE GOVERNMENT ARTICLE.

(a) (1) (i) 4. The Service shall develop guidelines, consistent with the
