Many aspects of uniformity cannot be reflected in a table of weighted ratios, and it
is increasingly important that the administration of assessment policies and procedures
fully recognize the impact of economic changes prior to their appearing as deficiencies
in a ratio study, for when this happens, the property owner has already suffered from the
non-uniformity.
