It must not be assumed, however, that the amount of the taxes
paid by the county within the fiscal year is all the taxes paid by the
county on account of the levy for that year, because taxes are subse-
quently paid until the account is nearly balanced. The vice of the
condition is that the State is kept waiting for its money, to the con-
venience of either the property owner or the convenience of the
county or county official remitting the money.

Examination for the fiscal year of 1914 shows that in 1914
there was collected $2,206,658.04 out of a levy of $3,180,837.89, and
the total collection of all taxes, except from corporations paying the
State tax directly to the Comptroller, was $2,911,123.14. This
amount includes collections as follows:
