Which was accepted and adopted.

Mt. Goldsborough proposed the following :

Strike out all after the word "force," in the fourth section,
and insert "for twelve months ;"

Which was adopted.

The bill, as amended, was then read the second time.

Mr. Brown moved,

That the bill with amendments, he printed;

Which was concurred in.

The following message was received from the Executive,
by the hands of Grayson Eichelberger, Secretary of State :

STATE OF MARYLAND.

EXECUTIVE CHAMBER,
Frederick City, May T, 1861.
Gentlemen of the House of Delegates:

I am advised by the Board of Directors of the Maryland
Penitentiary, that the necessities of the institution impera-
tively require an appropriation in order to manage its. affairs
in an efficient manner.

The Directors will inform the proper committee of your
honorable body of the particulars of the emergency which
induces the application for an appropriation.

I concur in their views, and respectfully recommend the
appropriation asked for.

Which was read and referred to the committee on Ways
and Means.

Also, the following:

EXECUTIVE CHAMBER,
Frederick City, May 7, 1861.
Gentlemen of the House of Delegates:

I herewith transmit to your honorable body a copy of the
returns of the special election held in Washington county,
on the 4th instant, for a member of the House of Delegates,
to fill the vacancy occasioned by the resignation of George
Freaner, Esq.
