islatures or Conventions, defined their position and course of
action ; Therefore be it

Resolved, By the General Assembly of Maryland, the pre-
sent position of Maryland in the Union, is that of strict neu-
trality, and will remain unchanged so long as Wash-
ington continues the seat of Government: provided the Uni-
ted States affords ample protection to slaves and other prop-
erty.

Resolved, That when the seat of the United States Govern-
ment ceases to be at Washington, and a division of the coun-
try takes place, the people shall have the free right and
choice of deciding which section they will be attached to by
a free expression and decision of the popular will at the bal-
lot-box.

Which were read the first time and referred to the com-
mittee on Federal Relations.

Mr. Gordon, chairman of the committee on the Judiciary,
reported favorably upon the bill entitled, an act to repeal the
19th section of the XXIXth Article of the Code of Public
General Laws, and the proviso to the 33rd section of the Yth
Article of the said code, relating to stay of executions, and
to extend the time for enforcing the execution of judgments
with amendments.

Said bill being upon its second reading,

Amendment proposed ;

Section 2nd, insert after the word "State," the following :

"And upon all powers to sell, contained in any mortgage
.and on all decrees for sale of mortgaged property."

Mr. Holland proposed the following as a substitute :

Strike out the word "execution" and insert "process in the
hands of the sheriff or constable ;"

Which was lost.

The question then recurring upon the original amend-
ment.

It was adopted.
Amendment proposed:

Insert after the word "execution", section second, the
'words, "and sale" ;

Which was adopted.
