Resolved, by the House of Delegates, the Senate concur-
ring, That ———— be, and he is hereby appointed a commis-
sioner to proceed at once to Richmond, on the part of the
State of Maryland, to enter into negotiation's with the proper
authorities of Virginia, for the protection of the citizens of
Maryland from injury in person or property, by any unad-
vised acts of the military forces of Virginia, and that com-
pensation for any already done, and to join with said author-
ities in considering and adopting, subject to the approbation
of the General Assembly, such arrangements as may be pro-
per to preserve the harmony between the two States from dis-
turbance by any existing causes whatsoever.
Which was read the first time, and by special ar der, the
second time.

The second reading of the resolution" was reconsidered.
On motion of Mr. Pitts,
The House took up for consideration the bill entitled, an
act to repeal the nine-teenth Section of the twenty-ninth arti-
cle of the Code of Public General Laws, and the proviso to
the thirty-third Section, of the fifth article of the said Code,
relating to stay of executions, and to extend the time for en-
forcing the execution of judgments ; which,
On motion of Mr. Long,
Was recommitted to the committee on the Judiciary.
On motion of Mr, Maxwell,
The Clerk of the House was ordered to transmit to Alex-
ander Wilson, Elected to the House from Cecil county, in
November 1859, a copy of the petition presented to the House,
in regard to the said Alexander Wilson's, removal from the
county of Cecil into Kent.
The Secretary of the Senate returned the resolution, ap-
pointing three Commissioners, on the part of Maryland, to
communicate with the President, in regard to any proposed
prospective military use or occupation of the soil and proper-
ty of the State, by the General Government.
Endorsed, "passed by yeas and nays."
