GENTLEMEN OF THE SENATE :

We respectfully submit to your consideration the enclosed
report of the committee on Federal Relation, with accompa-
nying resolution, and ask your concurrence therein.

On motion of Mr. Wallis,

The House took up for consideration the bill entitled, an
act to ratify an amendment of the Constitution of the United

States ;

Said bill being upon its second reading,

Mr. Wallis proposed the following amendment;

That this Act shall take effect from the date of its passage;

Which was adopted.

Mr. Chaplain moved that the bill be indefinitely postponed.
