Which was read and referred to the committee on Federal
Relations.

Also, a communication from a State's Rights meeting in
Harrison county, Virginia, in reference to the proposeddi-
vision of their State ;

Which was read, and referred to the committee on Federal
Relations.

Mr. Kessler offered the following:

Ordered, That a committee of seven be appointed by the
Speaker, on Engrossed Bills ;

Which was adopted.

And Messrs. Briscoe, Warfield, Kessler, Welch, Wor-

thington, Mills and McCoy, constituted said committee.

Mr. Dennis, presented the following :

The undersigned respectfully prays compensation, by the
Legislature of the State, for delivering the Proclamation of
the Governor, convening the Legislature in special session,
to the Senator and members of the House of Delegates from
Somerset county. And as in duty, he will ever pray, &c.
The State of Maryland,

April 17th, 1861.

To J. C. BUSH, Dr.

To delivering despatches from the Governor to
members of House of Delegates and Senator of Som-
erset county........................................................$20.00

Which was read and referred to the committee on Claims.

Mr. Gordon, chairman of the committee on the Judiciary,
reported favorably on a bill, entitled, an Act to amend the
IVth Article of the Code of Public Local Laws, by repealing
the 161st, 162nd, 163rd, 164th, 165th, 166th, 167th, 168th,
169th, 170th, 171st, 172nd and 173rd sections thereof;

Which was read the second, and by special order the third
time, and passed by ayes and nays, as follow:
