On motion of Mr. Pitts,

Loave was granted the committee on Currency to report a
bill authorizing the Mayor and City Council of Baltimore to
issue small notes to a limited amount, to be used as cur-
rency.

Mr. Wallis, from the committee on Federal Relations,
made the following majority report:

To the Honorable y

The Speaker of the House of Delegates:

The committee on Federal Relations, to whom has been re-
ferred the "Memorial of 216 voters of Prince George's county,
praying the Legislature (if in its judgment it possesses the
power,) to pass an Ordinance of Secession without delay,"
,ask leave respectfully to report that in their judgment the
Legislature does not possess the power to pass such an ordi-
nance as is prayed, and that the prayer of the said memorial-
ists cannot, therefore, be granted.

it possesses the power,) to pass an Ordinance of Secession
without delay," ask leave to report unfavorable to the pray-
er of said memorialists.
