30 JOURNAL OF PROCEEDINGS May 2,

Mr. Yellott offered the following amendment:

Insert the words "of Maryland," after the word "people" in
the third line of the preamble.

Which was adopted.

Mr. Goldsborough, of Talbot, offered the following

AMENDMENT TO FIRST SECTION.

Strike out all after the word Maryland in the first line and the
word together in the fourth line, and insert,

"That the Governor of this State by and with the advice and
consent of the Senate, appoint three distinguished citizens, one
from each of the Gubernatorial districts of this State, who."

Mr. Goldsborough, of Dorchester, moved an adjournment.
The yeas and nays being demanded, appeared as follows :
