Talbot and Carroll, on the same subject, be printed in pamphlet
form, with the yeas and nays, for the use of the Senate.

On motion of Mr. Lynch,

The rules were suspended, in order to give the Resolutions
from the Committee on Federal Relations of the House, a second
reading;

Which were reported, and read a second time.

The Senate adjourned to meet at 8 o'clock to-morrow.

SATURDAY, June 22d, 1861.

Mr. Blackistone, from the Committee on Executive Nomina-
tions, submitted the following

REPORT:

The Committee on Executive Nominations, to whom was re-
ferred the Message of the Governor, of the 19th of June, instant,
beg leave to report—

That by the 11th section of the 2d Article of the Constitution,
it is made the duty of the Governor to nominate, and, by and
with the advice of the Senate, appoint all civil and military offi-
cers of the State.

By the 12th section of the same Article, it is provided that in
case of any vacancy during the recess of the Senate, in any office
which the Governor has power to fill, he shall appoint some suit-
able person to said office, whose commission shall continue in
force till the end of tke next session of the Legislature.
