William Waters (ca. 1736-1815), a possible leg-
islator; Peter Waters (1744/45-1806). Her brother
was Frances Hutchings (?-1826). Her sisters were
Mary; Sarah. PRIVATE CAREER. EDUCATION: lit-
erate. RELIGIOUS AFFILIATION: Anglican, Cov-

entry Parish, Somerset County, ca. 1785. SOCIAL
STATUS AND ACTIVITIES: original member, Soci-
ety of the Cincinnati. OCCUPATIONAL PROFILE:
probably planter. PUBLIC CAREER. LEGISLATIVE
SERVICE: Lower House, Somerset County, 1784,
1785. LOCAL OFFICES: Coventry Parish Vestry,
Somerset County, in office 1785-1787; justice,
Somerset County Court, in office 1785-1786.
MILITARY SERVICE: 2nd lieutenant. First Mary-
land Regiment, 1777; 1st lieutenant, First Mary-
land Regiment, 1778; captain, First Maryland
Regiment, 1779; transferred to Third Maryland
Regiment, 1781; retired 1783. WEALTH DURING
LIFETIME. PERSONAL PROPERTY: inherited 6 slaves
from his father, 1781. LAND AT FIRST ELECTION:
no evidence of land ownership. SIGNIFICANT

CHANGES IN LAND BETWEEN FIRST ELECTION AND

DEATH: received 4 lots (400 acres) in Washington
(now Allegany) County, 1788, for his Revolu-
tionary War service; purchased 650 acres of con-
fiscated British property in Harford County, 1781-
1785; purchased 650 acres of Indian lands in Dor-
chester County, 1785; probably inherited at least
800 acres in Dorchester County upon the death
of his wife, ca. 1791; sold at least 580 acres in
Dorchester County, 1812-1813. WEALTH AT DEATH.
DIED, alive in 1813. PERSONAL PROPERTY: size of
estate unknown. LAND: probably 400 acres in Al-
legany County; 650 acres in Harford County; and
ca. 870 acres in Dorchester County.

WATERS, WILLIAM (ca. 1736-1815). BORN: ca.
1736, probably in Coventry Parish, Somerset
County. NATIVE: third generation. RESIDED: in
Great Annamessex Hundred, Somerset County;
Baltimore, 1780; "Deer Park," Dividing Creek
Hundred, Somerset County, 1798. FAMILY BACK-
GROUND. FATHER: John Waters (ca. 1702-1761)
of Somerset County, son of John Waters (?-1708).
MOTHER: Mary Elizabeth, daughter of Col. Peter
Hack of Accomack County, Virginia. UNCLE: Wil-
liam Waters, Sr. (?-1781). BROTHERS: John Waters
(ca. 1727-1784); Spencer Martrum (1730-ca.
1780), Gent., of Dorchester County; George Ni-
cholas Severn (1738-by 1784); Edward (1740-
ca. 1772), a merchant; Littleton (1742-1778), who
married in 1765 Esther, daughter of Littleton
Waters (?-1750) of Calvert County; and Peter
Waters (1744/45-1806). FIRST COUSINS: William

Waters (1740-1804), a possible legislator; Richard
Waters, Jr. (?-?). MARRIED Sarah, granddaughter
of Richard Waters (?-1720) and wife Elizabeth
Littleton (?-1754). CHILDREN. SONS: Levin Den-
wood (1781-1796); William Gillis (1776-1815),
who married in 1799 Ann Glasgo Elzey. DAUGH-
TER: Ann Hack (1779-?), who married first,
Robert Robertson (?-1803), and second, Josiah
Bayly, Esq., attorney general of Maryland, 1831-

1846. PRIVATE CAREER. EDUCATION: literate. RE-
LIGIOUS AFFILIATION, probably Anglican. OC-
CUPATIONAL PROFILE: probably planter. PUBLIC
CAREER. LEGISLATIVE SERVICE: 5th Convention,
Somerset County, 1775. MILITARY SERVICE: cap-
tain, Great Annamessex Company, Princess Anne
Battalion of Militia, Somerset County, 1777;
colonel, Princess Anne Battalion of Militia, Som-
erset County, 1780 (resigned his commission due
to his residence in Baltimore). WEALTH DURING
LIFETIME. PERSONAL PROPERTY: 4 slaves inherited
from his father, 1761; 25 slaves, 1798. LAND AT
FIRST ELECTION: lived with his mother on a ca.
533-acre plantation near the Great Annamessex
River, Great Annamessex Hundred, Somerset
County. This land was owned by his brother John
Waters (ca. 1727-1784). SIGNIFICANT CHANGES IN

LAND BETWEEN FIRST ELECTION AND DEATH: in-
herited 698 acres in Somerset County and ca. 516
acres in Dorchester County from his brother John
Waters (ca. 1727-1784), 1784; patented 1,111 acres
in Somerset County, ca. 988 acres of which he
inherited from his uncle Edward Waters (?-1784),
1784-1791; purchased at least 637 acres in Som-
erset County, 1787-1806; sold 1,211 acres in
Somerset and Dorchester counties, 1787-1809.

WEALTH AT DEATH. DIED: will probated On April

15, 1815, in Somerset County. PERSONAL PROP-
ERTY: TEV, $7,448.75 current money (including
27 slaves and a parcel of books); FB, $6,654.98.
LAND: at least 1,771 acres in Somerset and Dor-
chester counties. IDENTIFICATION PROBLEMS. There
were two William Waters of age and from leg-
islator families who were eligible to serve in the
Conventions from Somerset County, 1774-1776.
An extensive search of the records has failed to
produce positive identification of which man ac-
tually served in 1775. Therefore, two profiles are
included and the same service is assigned to both.
