The session of April 1684 was actually a continuation of the previous session, which had been adjourned, rather than
prorogued, in order to save temporary laws. For convenience it is listed here as a separate session.
There is no evidence that he sat at either the first or third session.
Following the ordinance he had proclaimed in 1681, Lord Baltimore issued writs to elect only two delegates per
county instead of four.
4 The mention of "Captain Richard Ladd" as a member of the first session was probably a clerk's error. Francis Hut-
chins and Richard Hall were present at all three sessions, and the county was allowed only two delegates. The clerk
probably meant to write Capt. Richard Hill, a delegate from Anne Arundel County.
5 Elected on October 11, 1683, to replace Miles Gibson.
6 Henry Smith and Richard Hill were appointed later in the session to replace Clement Hill and Richard Hall.
Osborne was appointed late in the session to replace Henry Smith.
Early in the third session a joint Committee of Laws (3a) was appointed to examine the temporary laws and to pre-
pare a report; another Committee of Laws Ob) was appointed later to perfect bills and amendments.
