keeping of wharves in repair, so as to prevent
their injuring the harbor; and for preventing
vessels from casting filth or ballast into the
same; and to prevent filth, earth, shells or
soil from being thrown from the wharves or
land or houses into said harbor, so as to fill
up the same, or obstruct the navigation thereof,
and may impose fines for the breach of any
ordinances passed under this section, not ex-
ceeding one hundred dollars for each offence.

Bailiffs.
|
SEC. 16. That the Commissioners of said
town may confer on their Bailiff or Bailiffs or
other persons all such powers and authority
as may be necessary to execute and carry into
effect the provisions of the last preceding"
section.
SEC. 17. That in case the County Commis-
sioners should levy for the use of the Town
Commissioners of said town any amount an-
nually, to reimburse said Town Commission-

ers of said town for keeping up and repairing
the county roads within the limits of said
town, the amount thus levied and paid is
hereby pledged and set apart for the purpose
of creating a sinking fund for the payment of
the interest and principal of the bonds or cer-
tificates of debts authorized to be issued under
section forty-two of this act.
SEC. 18. That the Commissioners of the said
town may cause an assessment to be made
from time to time, from the books of the
County Commissioners, by some person or

persons by them appointed, of the property
real and personal in the town; and whenever
they may deem it necessary for any purpose
connected with the government, regulations
and improvement of the town, levy upon the
property assessed such tax not exceeding in any
one year fifty cents in each one hundred dol-
lars of such assessment, as they may deem
necessary, but no assessment for town pur-
