tion, to the Judges of Election of each ward,
at the respective polling-places; before any
ballot shall be received, the ballot boxes shall
be inspected by the Judges of Election in the
presence of any persons who may choose to
attend, and placed in a conspicuous position in
full view of persons outside the polling-place
and not moved, and not unlocked until after
the election is over and the votes are to be
counted.

SEC. 11. And be it enacted, That the said
Judges of Election shall have power to ex-
amine under bath, to be administered by them,
any person offering to vote at any such elec-
tion, touching his qualifications and right to
vote; but before such examination, it shall be
their duty to take from him the ballot which

he shall tender, and in case of the rejection
of the said ballot, they shall not put said bal-
lot in the ballot box, but preseve it and all
other rejected ballots and return them with
the names and residences of the persons offer-
ing them, endorsed on the back thereof, in a
sealed package to the President of the manag-
ing convention, to be kept by him in the same
manner as legal ballots are hereinafter re-
quired to be kept.

Ballots.

SEC. 12. And be it enacted, That every voter
shall deliver to the Judge or Judges of Elec-
tion of the ward in which he offers to vote,
a ballot on which shall be written or printed
the name or names of the person or persons
voted for, and the position for which the vote
is given plainly designated, and the ballots so
delivered to and received by the Judges of
Election, shall be deposited in the ballot box
until the poll is closed.

Duty of Clerks.

SEC. 13. And be it enacted, That it shall be
the duty of the said Clerks of Election to enter
the name and residence of each person who
