SEC. 17. And be it enacted, That the mem-
bers of said Commission, except the Secretary,
shall receive no compensation for their services
except such necessary expenses as may be in-
curred in the performance of their duties; the

SEC. 18. And be it enacted, That said "Lunacy

shall be a qualified Physician, who shall re-
cord the transactions of the Commission, and
perform such other duties as may be ordered

Commission shall meet at least once in three
