provisions of this act, it, he or they shall be
deemed to have been guilty of a misdemeanor,
and shall, on conviction thereof in a Court of
competent jurisdiction, be fined one hundred
dollars for each offence so committed, together
with the costs of such prosecution.

SEC. 4. And be it enacted, That this act shall
take effect from the date of its passage.
