ment or penalties then about to be imposed ;
the commandant of any regiment or battalion
or independent company may, however, at any
time, in his discretion, and for reasons to him
satisfactory, grant an honorable discharge to
any enlisted man in good standing in his
command and it is further expressly pro-
vided, that any soldier now a member of any
of said commands, or hereafter becoming such,
in case he shall serve or shall have served for
the full period of three years, (counting as
well his services before as after the passage of

mandant of the regiment or battalion or inde-
pendent company to which he belongs, re-
enlist for some other definite period not less
than one year, and during said period shall have
all the privileges and be subject to all the du-
ties of one regularly enlisted for the full

SEC. 4. And be it enacted, That the force
thus composed and organized shall be con-
sidered in the actual military service of this
State, and liable to be called into actual ser-
vice at any time for the repression of disor-
der and for the protection of property in aid
of the civil authorities and the police of the
State, and the members thereof shall be sub-

as are applicable to such bodies in time of
peace, and all military offences, such as dis-
obedience of orders, non-attendance at drills,
assemblies, parades, reviews or encampments,
or neglect or non-performance of such other
duty as they may lawfully be called on to

hereby declared to be offences against the
general police regulations of the State, and
shall be punished by fine or imprisonment, as
hereinafter provided, and in addition to said
fine or imprisonment as may be thus imposed,
