act to enable the qualified voters of Queen Anne's, Caro-

lot whether spirituous or fermented liquors shall be sold


in said counties, or in any election districts thereof, or a


license granted for the sale of the same, so far as the same


applies to Talbot county, and to re-enact the following, to
