affirmation shall state that the applicant for the license


has been a resident and citizen of Saint Mary's or


Charles county, as the case may be, for the twelve


months next preceding said application; it shall give


the length of the boat or canoe to be used; he must


be the bona fide owner of the same; that he will


not violate any of the provisions of this act; that


he will arrest and seize, or assist in arresting and


seizing, all persons and boats, vessels and equipments,


engaged in violating the provisions of this act, so far


as it may be in his power so to do; any person found

SEC. 6. And be it enacted, That every applicant


for a tonger's license under the provisions of this act


shall pay to the clerk of the circuit court for Saint


Mary's or Charles county, as the case may be, for the


same the following fees, to wit : For a boat or canoe

of two dollars and fifty cents; for a boat or canoe

by them to the school commissioners of their re-


spective counties, excepting the sum of sixty cents


which they shall retain out of the cost of each license


as their fee for issuing the same; provided, however,
