or committed by any judge, court, justice of the peace,


or other lawful authority having jurisdiction to com-


mit such person or persons to said jail, either as a


punishment for the violation of any law or ordinance,


or under or by virtue of any law or ordinance, or for

failure to pay any fine or costs imposed upon such
person or persons by any such judge, court, justice of


the peace, or other lawful authority, shall be kept by


the visitors of said jail, at hard labor, in some useful


employment. The said visitors of the jail shall frame


such regulations as shall be necessary to the industry,


quiet and discipline of such persons, and shall have


them kept separate from persons in confinement
