tion and location of buildings, fences, stock enclosures,


and for prohibiting and controlling the use of powder,


firearms, firecrackers and other explosives; for the


protection of public property, sidewalks, shade or or-


namental trees from injury and obstructions; provid-


ing for the paving of sidewalks and assessing and tax-


ing the expense thereof, in whole or in part, upon the


respective owners of the property fronting thereon ;

for a license or tax on public exhibitions or amuse-


ments of all kinds, billiard, pool or bagatelle tables


and ten-pin alleys, and for the collection of the same;


for a tax on persons for each dog kept by them, and


to cause any dog to be killed; for the promotion of


the morality, health, convenience and safety of the in-

habitants of said town; and for the opening, widen-


ing, extension, repairing, improvement and closing up


of streets, lanes and alleys of said town; and all dam-


ages done and all benefits received by the opening,

lanes or alleys, shall be determined and assessed by


three disinterested persons, residents of said town, to


be appointed by said commissioners, who shall, within


a reasonable time after notification of their appoint-

curred, as well as benefits to be received by any per-

relating to the same, he may appeal within sixty days

county, and either party may be entitled to a trial by


jury, and the judgment of said court shall be final
