SEC. 3. And be it enacted, That if it shall be found


by the returns of said judges of elections and the proc-


lamation of said clerk that the majority of all the


votes cast in said county are against the sale of intoxi-


cating liquors, that then it shall not be lawful for any

the first conviction, a fine of not less than fifty dollars


nor more than three hundred dollars, and cost of
