SEC. 3. And be it enacted, That if it shall appear


by the returns of said judges of election, and the cer-


tificate of the clerk of said court, that a majority of


the votes cast at said election, in any election district


in said county, has been cast against the sale of intoxi-


cating liquors, then it shall not be lawful for any


person or persons, house, corporation, company or
