acts of assembly passed in eighteen hundred and


seventy-eight, entitled " An act to add an additional


article to the Code of Public Local Laws," to be en-


titled " Garrett county," be and the same are hereby


repealed, amended and re-enacted so as to read as fol-


lows :


SEC. 103. The qualified voters of said town shall,
