My feeling, as I did this research, however,

is that at least for the charter counties, the situation
|

at the present time is a pretty good one. Although the
|

|
Legislature does define their powers, the express powers
|
6
|
act seems broad enough, none of them seem to be too
|

|
limited. The Legislature has not seemed to have tyran-
|
8
|
nized them too much in passing legislation.
|

As I point out in here, the Legislature does have
|
10
|
the advantage of being able to describe any law that
|
11
|
applies to two or more of the home rule subdivisions
|
12
|
as general legislation.

I see about four or five options available to
|
14
|
us. We can have the broad grant of power with classifi-
|
15
|
cation. We can have the system we have now where the
|
16
|
Legislature defines the power of the local units of govern-
|
17
|
ment, which I am not too sure isn't what would happen if
|
18
|
you asked the Legislature to redesign the system anyway,
|
19
|
through a withdrawal of powers.

I eventually came to the conclusion that we

are really wrestling with a tremendous problem here and
