MR. MELVIN: It would still have to be initiated

by the Legislature.

THE CHAIRMAN: It would have to be initiated

by the Legislature, but as Mr . Miles pointed out, it would

have to go to the units affected for referendum.

DR. LOEVY: As the present constitution reads,

it doesn't go to all units affected, just new units cre-

12

ated?

THE CHAIRMAN: That has been clarified. It

14

would only be the new units affected.

MRS. FREEDLANDER: Then the motion would have

16

to be changed.

MR. MILES: Would you accept amendment to your

motion to adopt the substance of the language of this

19

memorandum?

MRS. FREEDLANDER: Yes, sir.
