5	MR. MELVIN: It would still have to be initiated
6	by the Legislature.
V	THE CHAIRMAN: It would have to be initiated
8	by the Legislature, but as Mr . Miles pointed out, it would
9	have to go to the units affected for referendum.
10	DR. LOEVY: As the present constitution reads,
11	it doesn't go to all units affected, just new units cre-
12	ated?
13	THE CHAIRMAN: That has been clarified. It
14	would only be the new units affected.
15	MRS. FREEDLANDER: Then the motion would have
16	to be changed.
17	MR. MILES: Would you accept amendment to your
18	motion to adopt the substance of the language of this
19	memorandum?
