3	As you know, Dean Fordham is presently the Dean
4	of the University of Pennsylvania's Law School. Today's
5	guest is one of the leading authorities on the problems
6	involved in constitutional home rule. Dean Jefferson
7	Fordham has had a long and outstanding career as a scholar
8	and educator. After receiving his Bachelor's, Master's,
9	and Doctor of Jurisprudence degrees from the University of
10	North Carolina, Dean Fordham spent two years as a Sterling
11	Research fellow at Yale University, receiving his LL.B.
12	in 1930. He then began an academic career during which
13	he has taught at the law schools of the University of West
14	Virginia, Louisiana State, Vanderbilt, Ohio State, and the
15	University of Pennsylvania. In 1947 he was named Dean of
16	the Law School at Ohio State. Since 1952, he has been
17	Dean of the University of Pennsylvania 'a Law School.
18	Dean Fordham has been a prolific contributor
19	to various law journals and periodicals over the years.
20	His articles and books have done much to elevate to serious
21	consideration the very real problems of political sub-
	divisions in the areas of local governmental law and
