Board of Regents reviews the budget of the University. They

2

may cut it or add to the budget. Then after the Board of

3

Regents reviews the budge.t, Dr. Elkins presents it to the

4

Governor. He comes into our office in September and we

5

begin to analyze it. A Board of Trustees --

6

THE CHAIRMAN: I might interrupt you there to

7

say that your people and Mr. Rennie will sit with the Board

8

when it does this.

9

MR. PERKINS: That's right, we do. We sit with

10

the Board of Regents the day they call the hearings on

11

the budget of the University. Then the Board of Trustees

12

of the five State colleges, Bowie,' Towson, Frostburg, Compti

13

Salisbury, present the budget for the five State colleges.

14

Each one of the Presidents comes into Mr. Rennie 's office

15

for hearings on this. Dr. Elkins does. May Russell of

16

St. Mary's presents the budget for that school and Dr.

17

Jenkins presents the budget for Morgan. Dr. Sensenbaugh

18

presents the budget for the State Department of Education.

19

MR. SACHS: Right. Now, my question, I think,

20

is if there should be a disagreement between any of these

21

groups and you and if they insist that this is our budget,
