8	and, this cost, at least $61 has to go into non-salary
9	cost of education, and then it's inversely related to the
10	wealth of the county or. a subdivision, you see, so that
11	Garrett County will get a bigger share of $340 per pupil
12	than Montgomery or Baltimore County, but no county gets
13	less than $98 a pupil. That is the real bulk.
14	MR. BOND: You mean the legislature says $340
15	per pupil shall be spent?
16	DR. SENSENBAUGH: Yes.
17	MR. BOND: And that changes from year to year,
18	does it?
