gave the legislature the authority to adopt this act.

THE CHAIRMAN: There is no question about that.

MR. DONAHO: All right, but the Constitution

should be broad enough to encompass all of these things

if the legislature through an act wants to take cognizance
|

of it.

THE CHAIRMAN: But I think the legislature has

the authority, John, to do anything it wants with the
|

|
University of Maryland right now, because as I understand
|
12
|
it, the legislature has the supreme authority to pass
|

|
regulations which we call laws and the Maryland Constitutioi
|
14
|
merely negates these powers in certain areas. The Constitu
|
15
|
tion doesn't confer any power.

MR. DOMAHO: The Constitution says that the
|

|
Governor shall present a complete plan. "Each budget shall
|
18
|
contain a complete plan of proposed expenditures and
|
19
|
estimated revenues for said fiscal year."

THE CHAIRMAN: That's right.
