1 have seen the Governor in New York veto many, many
2
appropriation bills on the statement that no funds were

the
3
available for this. It just was impossible. On/other
4
hand, we had a system in New York where we used to estimate
5
in our budget every year how much would be appropriated
6
in special bills. We used to put in twelve, thirteen
7
million dollars, depending on our best estimate of what was
8
necessary.
9
The legislature would pass these. The Governor
10
would pick the ones he thought Vere worth it and, when he
11
got to the end of the money, he just vetoed all the others.
12
It was a question of priority. I think it can be handled.
13
I think it does, as you indicated, give the legislature
14
more say, and my experience in New York, I'm not as
15
familiar with Maryland, is that the legislature there does
16
not have sufficient authority to carry out its responsibili
17
ties.
18
In the last analysis, the legislature is
19
responsible for authorizing the expenditure of public fund;
20
and I think it has to have some authority to carry that
21
out.
