without changing the law, in the case of their salaries,

where they have any jurisdiction over and if they want to

pay a doorman more, if they want to put on two more doormen

they sit down and argue about it. They try to keep it

5

equal. They put one on the Senate and they want one in the

6

house. So, professional jealously gets in there.

As a rule, they are very conservative. Now, the

8

telephone bills, that's a right tough one. I guess there

9

are more ways for using phones than anything else, but I'll

10

say our legislature, just like everybody else in the State,

11

with the exception of higher education, has been very

12

conservative. Maybe Welfare.

in charge of the budget for the judiciary?

THE CHAIRMAN: Well, we all know that.

tor of the Courts, Simon Sobeloff, it has worked very well.

Invernixzi is a very fine person and, if anything, he's

tighter than I am. We're very fortunate in getting people

like that. I guess the Chief Judge has the authority for

21

the judiciary budget, whoever is the Chief Judge of the Cour
