level? 1 say is that not conceivable? If it is not

constitutional, if the general reason for having things in

MR. RENNIE: 1 don't think so. 1 think you would

still have the same restriction on him that he has under

these legislative laws that set up these formuals and

the amounts resulting from the calculations under the formul

I think, until those laws are changed, you would still have

to put up this amount of money.

DR. JENKINS: In my hypothetical case, the

15

Governor who could persuade the General Assembly to change

16

that law -

MR. RENNIE: He could change the law, but this

18

could only be done after he presented. his budget. If he

19

changes the law, then the budget would automatically be

20

cut by the change in the law. I don't think anything in

21

the Constitution would prevent that happening.
